Creating thumbnail picture with hyperlink

I have created an image/picture with a hyplink, but I do not know how to save
only the image and link so I can email it out for others to place on their
website. I have Microsoft Publisher 2003.  What do I save it in and only the
image/link?

As best I can tell after reading this question 3 times, is that you want to
have an image file online that you can share versus just emailing the image
file.
If this is your intent then using Publisher and/or creating a web site is
irrelevant.

Just upload the image file to your server. Then give people it's URL.
For example this image - http://www.davidbartosik.com/9_2005dsc00996.jpg
