how can I add pop ups by hovering over a word in publisher?

I want to add definitions to some words. and have them come up when you hover
over them with teh pointer, on a web page, can I do it?

Not supported in Publisher.

But you can work it in manually, see the tool tips article at
http://www.publishermvps.com/WebDesign/Advanced/tabid/97/Default.aspx
