The Nav Bar wizard doesn't support such modifications. But then it doesn't
need too. The Nav Bar links do not need to be in the same order as the
publication pages. A link to an "about us" page will go to that page
regardless of it's position in the publication. Once it becomes a web site
there is no such thing as the order of the pages. If you are a stickler for
the ordering of the links it's best practice to put some time into planning
the site before beginning the publication. The work-around is to blow the nav
bar away and then regenerate it. Time consuming as it is. I have an article

replace the references to 2000 with your version.

Thanks. Also, when I change the default names of the nav bar links on the
left side, the names don't change if I have a horizontal nav bar on the
bottom. Is the reason why similar to why the order won't change when I
insert pages?

The nav bar wizard creates a lot of confusion because nobody understands how
it works :(
The text of the links in the nav bar(s) is pulled from the page title field
of the page properties dialog.
For the nav bar wizard to do is wizardry thing and work correctly the links
should not be directly touched.
