The desktop is set at 800X600 the publication is set to the same 800x600 the
laptop is 1400x1050. It looks good when I set the laptop to 800x600 but
everything obviously is hugh, shouldn't the website look the same no mater
what the resolution is set at on someone's desktop or laptop once it's live?

I have this same problem with my website except I did it in reverse, I did it
on a desktop, transferred it to my laptop with a much higher resoloution and
all the forms are screwed up.

Be sure to have page setup on the web publication set to the "web site"
(800x600) setting (default width is 760). Do not use custom and never set a
height.
For best results do your page layout in either a resolution of 800 x 600 or
1024 x 768.

The short answer is no. That's the reality of web design. End-user browser,
resolution, fonts, connection speed, yada yada yada. There are numerous
things that affect how a site looks to one versus another.
Actual Web Design tools like FrontPage give you the control needed, as well
as provide previews in different resolutions and browsers.
That said, make sure you're not setting a height on the publication in page
settings. That will cause more problems.
