Form field order in Publisher 2003

I've noticed that if I create a form, with the fields top-down, and never
make a change, it sends the output from the form (email or text file) in the
order it's entered.   Now, lets say I add a field to the form, anywhere in
the page; top, bottom or the middle.  Publisher puts the new addition at the
bottom of the html, which means, it no longer passes the information to the
form handler in order.  As you can imagine, if you make a NUMBER of
changes/additions, this creates a bizarre conglomeration of data order from
the form handler.  Is there a way to make Publisher pass the information in
the order it was given (top down), or does one have to recreate the page
every time they make a change?  :}
