Creating Web site in Publisher with sound included, but want a visitor to the
site to have the option of turning the sound off. How?

I assume you are referring to the "background" sound. The background sound is
an html tag that is then run in the browser when it loads the page. I am
pretty sure there is no way to control that. If there should be though it
would be a JavaScript code. Speaking of which, there are JavaScripts that are
for being able to control playback of an external media file. Just visit any
JavaScript free source site and look over their script selection. (google for
them if need be).
