page or window adjustments?

when i adjust the size of my browser window, the page automatically moves
things around and overlapps. if the window is the full size, i can see
everything just fine.  how do i set my pages so items on the page do not move
around when the window size changes and things don't overlap?

What version of Publisher are you using, and what's the URL?
