I'm interested in a pop-up window for my homepage; can you tell me how to
insert one?

Considering most of us use a pop-up blocker these days, are you really sure
you want to do that?

Maybe a pop up isn't what I need; we have a new product that we would like to
alert visitors of when they log on to our website.  I can add it as a page,
but I thought if we could just have it open when our homepage comes up and
the link could be followed if they wanted more info.  Any suggestions?

If you are wanting to include a hyperlink on your homepage, that when
clicked opens a new browser window, then this is covered in the FAQ:

If you are wanting a window to pop-up automatically when someone loads your
homepage, then that would be discouraged for lots of reasons, but you could
google for script that you could add via the insert html code fragment
feature. Personally, I would immediately leave your site if it had automatic
pop up windows.
