How do I create a banner link to put on a web page?

I want to create a web banner. Does Publisher do this? How?

Perhaps go to Insert > Design Gallery Object > Page Headers, or if you have
a banner image you have created perhaps using a third party application,
just insert the image. And you can add a link to either. If neither of these
answers your question then repost with more specific details as to what you
are trying to do, and include your Publisher version.
