How do I remove Read Only from a website

I am trying to publish my site to the http directions, when I go to the
network neighborhood and locate it and try to publish to the files it states
it cannot because it is in READ ONLY.

you publishing to a host or a local folder?
if the latter just change the permissions, otherwise tell your host to check
permissions.

the permissions were granted and it continues to do it. As a matter this has
happened to me at home on my own computer if I bring the project home to work
on it. And when I want to burn it to the disc it goes to read only also.
