Can a website be imported into Publisher 2000?

The publisher 2000 file I created a website in was lost in a HD crash.  The
website was published and I can download all the html and gif files.  Is
there a way to import those files into a new publisher 2000 website file?

Nope.  You have to rebuild the site in Publisher again.
'Been there; done that.  In my case I thought I didn't need the pub file any
longer.  Lesson learned.
