I have been using publisher for 6 years now to create my web site.  I
recently switched to a different version.  Evereything looks ok but when I
save it to export as web site it does not save my first page or index thus
when I tranfer it to the web site it does not work.  Some of the images are
saved but the files list my second page as the first page.  Does anyone know
what is wrong?

Yeah, the main problem is you are using Publisher.  If you were using Publisher
2000, you better go back to it if you want your site to render decently in
anything but IE.  I am holding my breath that the new version will be an
improvement.

I wouldn't if I were you.

It sounds like you have switched to Pub 2002, and there were big changes
with this version. Read the following article for an explanation of those
changes, and especially the third paragraph:

and more here:

Personally, I think you will be happiest if you go back to your other
version of Publisher (hopefully Pub 2000) to produce your website. Both
versions can happily live on your computer.
