I have a template for a web page and I am trying to open the files in
publisher but they are in photoshop format. Is there any way I can open
these files in publihser so I can edit them and publish them to my website?
I have never done a website before.

No.
2 things wrong here,
1 - Photoshop is an Adobe product, not Microsoft, so the file format is
Adobes.
2 - Publisher is not an image editor.

If they are in psd or pdd format you need PS to open edit then save as a web
usable image: gif, jpg and to some extent png. IF some of the images in the
PS web template are already in these formats you can edit them with your
favorit image editor (Pub of course is not an image editor as David points
out).
