Navigation Buttons not working - have tried deleting and recreating

I've read everything I can find in this group and others regarding
corrupted nav buttons.
I utilized Mr. Bartosik's advice and deleted the buttons, went into web
options, deleted the page names, unchecked the box, etc etc for each
page.  I saved the .pub file, reopened it and readded each page name
one by one.  I didn't select and try to edit the text, I didn't try to
create a hyperink over any of them.  They are simply not working.  If I
hover over the very edge of where they are on the webpage I can get
them to work, but I can hardly expect my potential clients to do so.

I have been trying to fix this for 3 days (on and off) so if anyone has
any input, it would be most appreciated!

I should mention I am using Publisher 2002.  Upon doing some reading I
have realized it's not the best option for website creation, but it's
my very first website and it looked so easy to use. :)

Your navbar links are working when I looked at them. As you suggested, in
your other post about your home page, I think if you get your home page
saved as index.htm then the navbar will follow...
