how can i prevent editing a publisher file;(web site)?

i want to prevent changing or editing a web site designed by publisher not
hosted yet. the file is aved on a cd. i have two ideas but don't know the way
to do that:first lock a cd by a certain program to prevent copying the
contents on the cd. second: apply a password to the publisher when opening
the file for editing.

you can't.
if it's viewable on a local machine, or on the web, you can't protect it.
