graphics appear on pages where I don't place them

graphics appear on pages where they weren't placed and where I originally
saved them.It appears there is no apparent pattern or cause.
I am using frontpage 2000.
Another major problem I am experiencing is my borders will randomly appear
several times on the same page and not within the border cells. At times it
removes the substance of a page. When I check the html the body of the page
disappears and the html shows </body><html>4 times after the heading. It
seems to happen randomly over and over.

You may want to post this in the FrontPage newsgroup, this one is for
Publisher.
