I have used Publisher to create a form for a webpage. Some of the text boxes
appear with a white fill, others appear to have a yellow fill. Can I set the
fill colour of the text boxes from within Publisher, without having to edit
the code on the webpage?

Right click your text box > format text box, and you will find Fill under
Color and Lines.
