How to create space for document attachment onto my website?

How do I create a space/box for clients to upload a document that will be
sent in an email to me along with the rest of the information they provide in
a form I've created on the website? (ie, so they can attach their resumes
when applying for a position)

I don't think you can do that with Publisher forms. You might need to use an
alternative. Reference: "Publisher web publication forms 101":
