Viiew PDF file from Web Preview

I just built a website with Publisher 2003.  Most everything is working fine
except when I try to link to a pdf file.  I read the other posts and David's
article and I am trying to understand if there is ANY way to view the PDF
file from publisher Web Preview prior to uploading to the production site.  I
want to be able to test the navigation prior to rolling it up to production.  
Is there anything I can do short of publishing it to the production site?

Tom,

Perhaps just upload the PDF file to your host, and then write an absolute
link to where you put it. Then when you preview your site, the PDF file will
load as if your site was also uploaded.
