Specifics of Incremental Loading

I have a successfully published website with Publisher 2003 that is 9.26mgs
and 17 pages at this time.  Occasionally I need to update a photo or two.  
Exactly how do I do this to take advantage of incremental uploading.  I know
I need to alter the Publisher file and then save as a website. But how do I
upload without having to replace the entire site on the server?
