The  lower navigation bars do not work on your samples

How do I make the lower navigation bars work. They all seem to link when I
add new pages, but do not work when I click on them . They also do not work
on your sample pages. This is in Publisher 2003

If you are using FireFox as your default browser, this problem is common. If
not, then run the Design Checker to see if that finds an issue. And if all
else fails, then you can use the insert html code fragment tool to insert a
hand coded navbar, that will work in FireFox and IE...or at least it has for
