If you can access your other pages on your site, then your images are
probably simply too large, and are taking a long time to load. Ideally your
images should be resized and optimized in an image editing program before
inserting them into your Pub doc, but you can also compress them
significantly, and improve the loading time from within Publisher.

If you aren't able to access the other pages in your site, then it sounds
like you didn't upload the index_files folder that is produced along with
the index.htm file when you Publish to the Web.
