How do I get text balloons in Publisher Web?

I know that with other web design software you can add text or word "balloons"
that pop-up when you highlight the text - Can this be done in Publisher?

Probably with JavaScript, and using the insert html code fragment tool in
Publisher. You could check some of the free JavaScript sites such as
http://javascript.internet.com/, or just google for "text balloons" for some
free script.
