Thanks for the ideas, but I still haven't gotten the issue worked out.
According to the reference document, the Trebuchet MS I'm using should be a
web safe font, and the design checker didn't reveal anything amiss. Is it
possible that the Trebuchet MS varies enough from Trebuchet (referenced in
the doc) to cause a problem? Or maybe the variations in font size I'm using
(7.1, 8.5, etc)?
Thanks!

I'm using MS Publisher 2003 and have had similar problems with the web
preview, however I went ahead and published the site and all was OK.
A couple of the problems were:-
graphics appearing in the preview in a different position to where they were
actually placed.
text misaligned.
I don't know the reason but when I cleaned out all the old files related to
the site on my computer (I save each revision in a different folder in case I
wish to go back) and just preserved the current copy, then the preview
presented OK.

In addition to what Graham suggested, you can certainly try a different
font. However, I would guess that your problem is more to the odd size of
fonts you are using. When Publisher converts your text to HTML, it doesn't
know what to do with 7.1, 8.5 etc, and will round off those numbers. I
fairly certain that 8.5 will be rounded down to 8 as an example. I suspect
that you will need to change your text box size to accommodate even font
sizes; 6, 8, 10, 12 etc.
