How do I get website to allow file downloading?

I am creating a website using Publisher. I need to have a few .pdf and .doc
files available for download.  I have made the links and when I view the site
in Mozilla Firefox it works fine, but no joy with Internet Explorer.  In IE,
when I click the link nothing happens.  However if I right-click the link I
can "Save Target as" and that works ok.  Anyone know how to get this to
download when I left click? I appreciate any help. Thanks
