The challenge of building a site with multiple Publisher files is in
organizing the file structure. This is further complicated if you use Pub
2003 with the subfolder option enabled. Each Publisher file produces an
index.htm file and a index_files folder containing any additional pages plus
all your supporting graphics. Pub 2003 also has a confusing naming
convention, which can get more confusing if you decided to name the
individual pages.
If I were building a site with multiple Publisher 2003 files, I would
Publish to the Web, to a folder on my hard drive, and study the HTML
output...the file names and folders generated. Then when you write links to
the other files, you will know exactly how to write the links....depending
on how your arrange those files on your web space. Planning the structure of
your site is critical to get your links to work correctly. Also be very
careful to write your links correctly with no spaces, matching upper and
lower case exactly, etc.
David Bartosik has an article about this subject: Building a web site with
multiple Publisher web publication files:

thanks for the quick reply. I had David B's article and just today figured
out what he was talking about when naming the page in the web page option. I
was trying to put in the entire url, not just the simple "name." After much
trial and error, it finally clicked and now the entire website is up and
working. I don't do much on the web except for this website - so some of the
lingo is not always clear.
Thanks again!

Glad you figured it out. For what its worth, when I first started building
my site with Publisher, I had to read, reread...walk away, come back and
read again... It can take a while to wrap your head around these things.
