Sounds like you are wanting to "frame" your site, and that is not supported
directly by Publisher. You can perhaps use the insert html code fragment
tool to insert iframe code, but before you do, I would suggest you google
for the issues and problems involved in framing a site. The content will not
be indexed by the search engines and generally framing sites has gone out of
vogue from what I have read.
