Another PDF in Publisher question

Sorry to be asking about this AGAIN, but I am having issues with this whole
uploading thing.  I have not actually put anything on a website yet.  I am
currently designing the site, but don't have an address for it or anything at
this point.  I want to make a link to a .pdf file and I see that I need to
upload the file first for it to work.  However, I need to know if this is
possible to do even though I have not yet put the site on the actual web.  
And if it is possilbe, I need to know how to do it.  I've tried moving the
file into the index folder, but that doesn't work.  Please help me.

P.S. - when I try to click on this link below, it won't let me view the
page...it says access denied.  Why does it do that, and how can I make it

Aren't you putting the cart before the horse? While most web hosts are
generic and offer basically the same services and options, you might
save yourself some grief by locating a host first. If you are going to
use Pub, I think you will also need a host that offers Front Page
extensions (or something like that!).

Yes, its possible. Reference: Including external files in a Publisher web:

Save the reference, and in the future if you find an article of David's
referenced, you can find it in this blog. He moved all his content here some
time ago.  Just type in a key word in the upper right corner, and it will
probably find the article you want.
