separate wondows from the navigation bar!

I understand how to insert a fragment commanding a link to open up into a
new window, but i cant add a fragment to the navigation bar links.

How can I edit the navigation bar so all the links open into new windows
leaving the main page open?

nav bar has no such functionality.
