Adding a text bar

First: I wrote a page
Then: I wanted to place some Text bars between some parts of the text

Look at:
http://www.corbus.nl section Nieuws (News)

In Publisher it looks al ok after Publishing it to the website it is somewhat
scrambled. I know how to solve the problem but why is there a difference
between Publisher file and HTML file (It shouldn't be there)

I viewed it in IE 6 and it looks fine. Specifically what part is scrambled?
The layout seems to be proportional to me.
