HI,
I created hotspots using SP Designer. Here's how I did it. Note that if you
follow these instructions, you "unghost" your site.
Add the image you wish to use to a Picture library
Go to Documents and Lists > Picture Library
Choose the desired Picture Library
Click Add Picture > Browse to the Picture on your network or desktop. Click
Save and Close
Click on the Library e.g. Site Images
Click directly on the image (picture) you want to create a Hot Spot from
Click directly on the image a second time until only the image shows on your
screen.
Right-click directly on the image and select “Copy”
Click the “Back” button and then click “Home” from the top navigation bar
On the Home page, click on “Modify Shared Page > Add Web Parts > Browse”
From the Web Part list, click and drag the “Content Editor Web Part” to
desired zone
On the “Content Editor Web Part” title bar, click the Modify Shared Web Part
drop-down
Click the Rich Text Editor button and paste the image into the content area,
then Save
Scroll down, open the Appearance section and complete the following:
Change the Title to the name of your logo e.g. Navigation Logo
Under Frame Style, select None
Click APPLY. Then click OKAY

From the File menu, choose Edit with Microsoft Office SharePoint Designer
In Designer, choose View > Toolbars > Pictures to display the Picture toolbar
Click anywhere on the image so that the Content Editor web part border is
displayed
Click any of the three Hotspot types on the Picture toolbar.
Drag the Hotspot shape over the appropriate text
Copy and paste the URL to that site or network location in the popup box.
Click OK
