David,
Point of clarification? I thought this became an issue for Pub 2002, not Pub
2000. Could her text boxes converting to an image have to do with somehow
overlapping some elements instead? I seem to be able to use both filled and
bordered text boxes with Pub 2000 without converting to a gif, or loosing
the links...maybe I am just lucky?

I made my call based on reviewing the web page. I'd have to see the actual
pub file to know for sure what caused the image. The target setting in 2000
plays a factor in this, at the low end it codes in html, on the high end it
codes in xhtml and css.
In 2000 it just may or may not work. In 2002 it was definitely broken.
They've got it working in 2003 except for border art.
