Web page preview user error

I have admin privileges on my XP system.  I'm building a simple web page
using Pub 2003.  When I try web page preview I get this message

This operation has been cancelled due to restrictions in effect on this
computer. See system administrator.

I've disabled Nortons.  I even tried it logged in as administrator with no
luck.  I'm not sure what else to do.

If you are using IE7, then you might consider rolling it back to IE6, by
uninstalling IE7. If you are using IE7 and are invested in keeping that
version, then here is some information from a IE MVP, that might help:
