Is there a way to convert Publisher htm to Front Page?

I am volunteering to do the website for my church.  The current site was
created in Publisher.  I have Publisher 2003 [Office] but I am experienced
with using FrontPage.  Is there a way to convert Publisher files to
FrontPage?  I have already found out that I can't edit Publishe with
FrontPage.  It really confuses the way the files are saved and used.

I can learn to use Publisher and continue using it, but I don't understand
how the Publisher site it configured.  I update a page indivudually and a
new folder is created.  Every folder has to be uploaded each time I edit one
file.  Crazy.

Any help or information is appreciated.

Pretty much impossible to do.
Much easier to just redo the site in FrontPage using images and stuff from
the old site.
