How can I put a Blog in my Publisher constructed website?

In building a website using Publisher, I wish to dedicate a page to pertinent
related blogs regarding my business. MSPublisher doesn't include a blog tool
in the construction tools. Is there somewhere I can install one? I'm a bit of
a blog-rookie, but see the intense value of related dialogue and strongly
desire to add this feature to my website...

There is no built-in support for this in Publisher. Publisher produces
static pages...a blog is dynamic.

I would look first to your web host for an answer. Many offer blogging tools
that would allow you to build a blog and link to it from your Publisher
pages. Also check out the free and not so free services out there that are
available such as blogger.com. Google for others.
