Welp, you could do it with CSS. Example;
http://www.cssplay.co.uk/articles/imagemap/
However, I have no idea how you would approach this in Publisher created
web, or if you could do it at all.
Personally, I'd never do a home page (or any page for that matter) out of an
image like the OP's.

The OP built the site in FP, not Publisher. Just posted it to the wrong
