A form on my website is supposed to allow my customers to enter information
and submit it to my email address.  Instead, when they hit the submit button
they get a screen that says "The page cannot be found".  At the botom of the
screen it says  "HTTP 404 - File not found
         Internet Explorer"
What do I need to do to get my form working?

Make sure you have Front Page Server Extensions enabled on your server.
Also, don't publish with FTP.  I was having this same problem until I changed
those two items!

What do I publish with if not FTP

Choose File, Publish to the Web in Publisher.  In the box that pops up (where
it asks for the file name), type in http://www.yoursite.com.  It will connect
to the server, ask for your user name and password and then continue
publishing.

If that is not enough instruction, you could go to your webhost and read
through the FAQs or support section for information on how to upload using
the FrontPage Server Extension, which is likely to be under uploading with
FrontPage, which is basically the same mechanism you use for Publisher web
pages if you use HTTP uploading
protocol. You should also find some reference as to how to activate your
FPSE in the FAQs.

Also reference: Publisher - Uploading:

If you are using a form in your Pub website, you will need to use HTTP
uploading. Otherwise, downloading and installing a third party FTP client
like FileZilla such as Don suggested might be the easiest method.

Reference: Publisher web publication forms 101:

And another reference using different words: Prepare, publish, and maintain
your Publisher Web site:
