Are webtemplates off the web editable/workable thru Publisher?

I downloaded a template not only ideal, but perfect for my a new web-related
service/business! Source: FreeWebTemplate.com
After unzipping/extracting the file(s) onto my pc, I find they open via my
browser in web form.
My Question:  Can I edit and/or work with this template in Publisher?
If so:  What are the basics I need to know to get me started?
If not:  Are there any other suggestions to assist me in keeping/using this
great template?
My OS:  XP
Office Vers:  2007

I don't know that you will be able to use the template or not. If the
template is delivered to you in html format, you can open Publisher 2003 or
2007, go to File > Open and browse to the template files and open the *.*htm
or *.*html file in Publisher and Save As a Publisher File. Otherwise you may
be able to copy and paste the design elements from the template files into a
Publisher webpage file.
