punctuation changes from document to web page

Punctuation such as quotes, apostrophes and spaces turn into question marks
('?') when original document is published to web.

This does not happen in every case but more often than not.

Tools > Options > Web tab and change the encoding to Unicode UTF-8.

That fixed it...Thanks.
