I own Publisher 2003.  I successfully published my document to the web.  I
can no longer update it and I cant figure out why.  I hit File then Publish
to the Web then network places. The dialog box comes up with user id and
password.  I place those in and then it wipes the password clean and prompts
it for me again. It does this over and over and then says I don't have
permission to access this file.  I am in administrator settings.  I'm
frustrated to no end.  I'm using Windows XP Pro....any ideas

Have you checked with the administrator of the web server (probabaly at
your ISP)?  Can you use the "ftp" program to log into that server (as a
test that your access still works)?
