Hyperlinks not working

I'm new to Publisher and am having serious problems with hyperlinks.  I have
a bunch of links to other pages in my document that seem to be fine until I
go to web preview.  Then they don't actually work.  Also, I have 2 navigation
bars, on at the side and one at the bottom.  The one on the side works fine,
but the bottom one doesn't work at all.  

I'd be incredibly grateful to anyone who can help me with this.

Are you using FireFox as your default browser? If so, that is why the bottom
navbar doesn't work. The quickest fix is to select it, got to Arrange and
ungroup.

Also before you Publish to the Web and generate your files to upload, go to
Tools > Options > web tab and uncheck "rely on VML..." and "allow png..."
