Navigation problems with preview of website created in publisher

I have created a website using publisher - the navigation works fine in
publisher mode but when I press web preview the navigation links are all
wrong (ie not in the order I set them up in) I re-order the links in the nav
bar and it should all work fine but the preview does not - any suggestions?

If you move pages around or re-order things, you can corrupt the navbar. Are
you saying that the navbar "buttons" are not in the order you want, or that
when you click the individual links that they take you to the wrong page?
Which version of Publisher?
