2002 vs. 2003 HTML

I am wondering about two things...

1. Is the Publisher 2003's "Publish to the Web" the same as Publisher 2002's
"Export as..." in the way it creates the HTML files?

2. Why does Publisher 2003 save the HTML files in such funky names?  What
was wrong with "Index_Page2.html" ?

they both create the web site, Publisher has changed that wording on the
menu 4 times now that I know of across versions.
2003 uses different code technologies, refer to

another thing they always change, naming convention of the web page!
