I have seen some web pages that have a box of text with a scroll bar that automatically resizes itself as you change the size of the window, so the text box is always completely visible. Is there a way to do that with Publisher 2002?

Adjusting the content of a page to the window size is done by using
percentage values rather than fixed values. The code that Publisher writes
is always with fixed values. So no.
