So, I'm having difficulties with my site.  I have a page that I want to
dedicate to links - somewhere I can post banners from other websites.  I know
how to work creating a link to a site; however, these sites require that I
post a "back link URL" as proof that I am advertising their site (while they
are advertising mine). Does this make any sense? I can't simply just post
their link - it needs to have something that links/ proves that My site
directed it to theirs. Please help. Thank you

Most of the link partners I have provide some html code for you to simply
copy and paste into your page. Use the insert html code fragment tool.
Otherwise, as long as there is a link to their page, and they can find it,
you should be fine.
