Why doesn't page length truncate correctly for every page?

My home page is short. Other pages are varying length, but all are longer.
Some pages including the home page truncare correctly when converted to HTML
and some don't. The ones that don't have varying lengths of blank space.

So what's up with that? Thanks for any input can provide. I am using the
same master page for all pages.

Don't use a master page in a Publisher web publication.
