Positioning navigation bar in Pub2000?

I'm using PUblisher 2000 to create a redesigned website (which was also originally designed in Publisher 2000). I would like to position the navigation bar horizontally at the top of each page but it seems that by default it is always positioned vertically on the left side of the page. Is there a way to change the position of this and have it apply globally as well? Thanks!

That is not available in that version. For building sites with 2000 be sure
