I would like to find out how up-to-date is MS Publisher 2003 in accordance
with the latest HTML markups.  Can someone provide me with this information
or where I can find the answer to this question?

Thank you.

Publisher HTML code is not W3C standards compliant. Never has been...never
will be. If that is your goal, look to Web Expression. It comes closer than
FrontPage did.

If you are asking whether a Publisher web can be made to work in most
browsers, then the answer is yes.
