Not to hijack a NG but there has been some talk recently about some
users hitting the "brick wall" trying to use Publisher for larger web
sites. Before deciding on Expression or Dreamweaver, take a look at
WebPlus: http://www.serif.com/webplus/webplusx2/index.asp

Just a couple of things: Password protected pages using CAPTCHA, A forum
and Blog, site analytic tools. For $80 (even cheaper if you are a
registered user of an earlier version), it's a pretty decent program.

Mike is right on about Webplus being a great program.  I use it to
publish several popular websites including http://lawtihkids.com and
http://childrensbookradio.com .  I am still using version 10, but have
version X2 coming in the mail.
