Navigation Bar on First Page of website

I am having trouble with the navigation bar on the opening page of my
website. I have 5 links. The are spaced as 3 on top and 2 below (centered at
top of the page). Now the top 3 links work but the 2 on the bottom do not.
Now having said that, they work on all the other pages of the website. I
cannot get them to show a hand on the 2 links just on the first page. I have
checked that they are linked in Publisher and they are but for some reason
they will not link once published.

I have had that situation:  Found several reasons for it also, all of my own
doing:

Grouped them accidently with something else on the page
Covered them slightly with another item on the page like a text box or a
picture
I am sure that there are more !!!

That would be the first place I would look

I got it straightened out by starting from scratch on the nav. bar and
reworking it all over.
